In the beginning the CONfederation was composed of peaceloving individuals who welcomed all to their worlds..The CONfederation was well known for their advanced knowledge of the basic patterns of life which was the main reason that the Sontarans and the Rutans decided to conquer them.. At first the people of the CONfederation were helpless before the might of the two empires but over time they began to redesign their pleasure vessels into ships of war.. The Sontarans and Rutans did not realize that the expertise in genetics that they coveted would be their downfall.. Soon the battles began to be more and more one sided with the CONFederation winning constantly... The last great battle took place over the planet Berridge with a three way battle between the Rutans,Sontarans,and the CONfederation which was won by the CONfederation . In an act of spite the surviving cruisers launch a massive strike against the planet destroying 98 percent of a population of over 12 billions souls... For the next forty years the CONfed kept a constant watch with a massive fleet of war vessels that patrol the systems.. Now a series of strange disappearances of ships has begun in a little patrolled sector of space...

The Doctor receives a cryptic message from the new President Rodan. An ancient artifact has been stolen from the Panopticon archives and is being held by the beaurocractic Time Cops on Chronotis. In order to return the dangerous mineral, the timelord must enlist renegade president Flavia from the Time Trap Bar. But the Time Cops refuse to entrust the Stone of Diversity to the Gallifreyans and rival parties are equally interested in keeping it out of the Doctor's hands. What does this ancient mineral have to do with the Doctor's fate and why does time seem to twist in its path?
