Murder on Gallifrey (4 parts)

The Doctor and his companions arrive on Gallifrey to discover the planet in a state of panic. Five of the finest minds on Gallifrey have been brutally murdered, the only clues the scraps of parchment found clutched in their hands. These scraps contain a message from the Murderer, taunting the authorities, daring them to try and stop hir before s/he strikes again. A Special Invetigation Team having been assembled, President Rodan requests the Doctor join it. Time is running out fast, with another murder soon to occur. Can the Doctor, his companions and the Investigative Team discover the identity of the killer in time?
